Decline code 57: Transaction Not Permitted to Cardholder
This card is not allowed to perform this kind of transaction. The account is open and funded, but the card product or its settings prohibit the category: online purchases, international charges, gambling, recurring billing, or your merchant category specifically. The block is a property of the card, not of the moment.
Should you retry?
Do not schedule automated retries; the restriction is durable and Visa places 57 among codes that should not be reattempted unchanged. The exception is when the customer lifts a self-service card control, after which their fresh attempt is legitimate and usually approves.
Why code 57 happens
- The card product excludes the transaction type, as with many corporate, government, FSA, and prepaid cards restricted to defined MCCs.
- The cardholder or issuer enabled controls blocking online, international, or category-specific spending.
- The issuer prohibits your merchant category on this card, which is standard for gambling and common for other high-risk MCCs.
- A recurring charge hit a card whose product or settings disallow stored-credential billing.
- Regulatory or program rules bar the card from your transaction type, such as certain debit products and money-transfer MCCs.
What to do about it
- Tell the customer their card does not permit this type of purchase and ask for a different card, since the restriction travels with the card product.
- Suggest the customer check their banking app for card controls, because self-service blocks on online or category spending are increasingly common and the customer can lift them.
- Analyze which BINs return 57 against your MCC; heavy concentration in specific card products tells you which customer segments need a different payment option.
- Offer an alternative payment method such as ACH or a different card brand where the category block does not apply.
Frequently asked questions
- What does transaction not permitted to cardholder mean?
- The card's product rules or settings forbid this type of transaction, whether that is online purchases, your merchant category, or recurring billing. The account itself is fine; this specific use of the card is blocked.
- Can the customer remove the block behind a code 57 decline?
- Sometimes. If it is a self-service control on online or category spending, they can lift it in their banking app and retry successfully. If the block is baked into the card product, only a different card will work.
- Why do gambling and CBD merchants see so many 57 declines?
- Issuers block entire merchant category codes at the card-product level, and high-risk MCCs top those blocklists. The declines are aimed at the category, so they persist across processors and affect every merchant coded the same way.
